The Federal Aviation Administration has launched the FAA Mobile Clearance trial, allowing general and business aviation pilots in the United States to request and receive instrument flight rules (IFR) departure clearances through ForeFlight and Garmin Pilot rather than copying them over the radio or calling air traffic control (ATC) by telephone. The agency unveiled the programme at EAA AirVenture Oshkosh on 23 July 2026, framing it as a step towards airline-style digital clearance delivery for smaller airports currently outside the reach of existing datalink services.
How the FAA Mobile Clearance trial works
Under the system, a pilot files an IFR flight plan through an approved application and requests the clearance from within the app. ATC returns it as text, giving the pilot a written record to review before accepting. The FAA said the process should reduce radio congestion and the errors that can arise when clearances are copied and read back verbally. More than half of the approximately 44,000 daily IFR departure requests in the United States are still handled by voice, according to the agency, underlining the scale of the problem the programme is designed to address.
In Garmin Pilot, the workflow begins once a pilot has filed a flight plan from a participating airport. Within 30 minutes of the planned departure, eligible Garmin Pilot Premium subscribers on iOS devices can open a Mobile Clearance Delivery session from the app’s Flights page, receive the ATC clearance, review it and accept it by selecting ‘WILCO.’ The cleared route can then be overlaid on the moving map, and pilots with compatible avionics can push the route to the panel via Garmin’s Connext system. The clearance remains accessible in the app for up to 48 hours after departure. ForeFlight is integrating the same FAA service directly into ForeFlight Mobile, allowing pilots to communicate with ATC through the app when managing IFR clearances, reducing the need to use congested radio frequencies or telephone lines.
The service does not replace ATC authority or allow the app to generate a clearance. ForeFlight and Garmin Pilot function as the datalink between the pilot and the FAA system; the clearance itself still comes from air traffic control.
Programme history and airport expansion
The FAA has worked with MITRE on the concept since 2016. Simulation testing with pilots and controllers began in 2024 at the agency’s William J. Hughes Technical Center in New Jersey before the first operational evaluation opened at three Houston-area airports in May 2026: Sugar Land Regional (KSGR), Scholes International at Galveston (KGLS) and David Wayne Hooks Memorial (KDWH). Appleton International in Wisconsin (KATW) and New Century AirCenter near Kansas City (KIXD) were added during the summer.
Real-world validation at KDWH received practical support from an early stage. According to Jeppesen ForeFlight, United Flight Systems, a flight school based at the airport, provided staff to test and validate the system in operational conditions, giving the programme real-world exposure ahead of wider rollout.
Pilots departing Appleton on IFR flight plans during AirVenture were invited to try the service and provide feedback, and ForeFlight demonstrated the capability at the show. The programme is aimed primarily at airports where pilots cannot obtain a conventional Pre-Departure Clearance or use FAA Data Comm. Airlines and some business aviation operators already receive digital clearances through Tower Data Link Services at larger airports; Mobile Clearance adapts a similar process for pilots operating from smaller general aviation airports through applications they already use for flight planning, weather and navigation.
A further capability is in development: the FAA plans to add the ability to cancel IFR through participating apps after landing. That would be particularly useful at non-towered airports, or at Class D airports after the tower closes, where pilots often must cancel by radio before losing contact or call ATC after landing. An electronic cancellation would release protected airspace for another IFR aircraft without requiring an additional telephone call. The cancellation feature, which will become available via Houston’s Terminal Radar Approach Control (I90), is set to begin testing in the Houston area in August. Garmin described IFR cancellation as a future enhancement to its implementation of the system.
The FAA’s newsroom confirms that operational evaluation will expand in the autumn to Kansas City Downtown (MKC), Johnson County Executive (OJC), Austin Executive (EDC), Georgetown Executive (GTU) and San Marcos Regional (HYI), with Nashville also planned for inclusion in the autumn ahead of nationwide deployment beginning in 2027. The FAA expects the evaluation period to conclude in February 2027, followed by deployment at airports across the country. Garmin said availability through Garmin Pilot will expand in phases through 2028.
‘Mobile Clearance is a smart, simple improvement that builds on technology pilots already use every day,’ FAA Administrator Bryan Bedford said. ‘By moving routine clearances to a digital format, we can improve communication accuracy for pilots, reduce misunderstandings, and help controllers stay focused on aircraft movement and runway safety.’
