    Ukraine US drone factory plan takes shape ahead of Trump-Zelenskyy talks

    A proposed Ukraine US drone factory moved closer to reality on 24 July 2026, when President Volodymyr Zelenskyy confirmed that the two countries were advancing plans to jointly manufacture Ukrainian-designed unmanned systems on American soil, with negotiations continuing ahead of a scheduled meeting between Zelenskyy and US President Donald Trump in Washington on 28 July 2026.

    Statement of intent in place, production terms still under negotiation

    Ukraine and the United States have signed a statement of intent establishing a framework for deeper cooperation on unmanned systems. The document is an initial step rather than a final production contract, and the details of a broader agreement remain under negotiation. A source familiar with the talks told Reuters that officials were still working through the terms ahead of the two leaders’ confirmed meeting.

    Speaking in an interview broadcast on 24 July 2026, Zelenskyy outlined the scope of the proposed arrangement. ‘We will build a great factory in the United States,’ he said. ‘We want to have lines of production.’ Zelenskyy described the planned cooperation as a ‘win-win’ arrangement combining Ukraine’s rapidly evolving drone technology with US manufacturing and defence capabilities.

    No location, construction timetable, production capacity or participating manufacturers have been announced for the proposed facility. It also remains unclear which Ukrainian drone designs would be built in the United States or whether the aircraft would be intended primarily for the US military, Ukraine or export customers.

    Pentagon’s Drone Dominance programme sets context for the Ukraine US drone factory deal

    The proposed manufacturing agreement sits within the Pentagon’s broader push to acquire large numbers of low-cost unmanned systems quickly. Secretary of Defense Pete Hegseth directed the US military to establish ‘drone dominance’ by 2027, according to Energy Intelligence. The Drone Dominance programme intends to purchase over 200,000 drones capable of producing lethal effects in tough battlefield environments by that deadline.

    By February, the programme had already ordered just under 200,000 drones cumulatively against a budget of $1.1 billion, Reuters reported. US defence officials have increasingly pointed to Ukraine’s wartime experience as evidence that traditional procurement cycles cannot keep pace with the rapid evolution of drone warfare.

    Ukraine has agreed to export drones to the United States for evaluation under the Drone Dominance programme. Six Ukrainian companies have reportedly received permission to export approximately 100 drones each, though the companies and aircraft types involved have not been publicly identified. Those exports are intended to allow the US military to assess systems developed and modified under combat conditions before any larger manufacturing programme begins.

    Ukraine’s domestic drone output underpins the offer

    Ukraine has become one of the world’s largest developers and users of unmanned aircraft, and the scale of its output gives weight to the proposed partnership. Ukraine’s Ministry of Defence said in June that Ukrainian manufacturers supplied 95% of the drones procured for the country’s armed forces. Nearly 485,000 unmanned systems and related items had been delivered through the government’s DOT-Chain Defence marketplace during the first five months of 2026.

    Zelenskyy said Ukrainian long-range drones can now fly more than 3,000 kilometres, or approximately 1,864 miles, with further increases in range under development. Designs are modified quickly in response to changing Russian defences and electronic warfare tactics, a cycle the Pentagon has cited as a model for its own acquisition reform.

    Beyond the proposed US arrangement, Ukraine has established or announced joint drone-production initiatives with several other countries. Kyiv and Denmark signed a drone agreement in July 2026 allowing Ukrainian defence companies to establish production with access to partner-country markets. Ukraine has also announced joint-production initiatives with Canada, Norway, the Netherlands, Estonia and Germany. The Ukrainian government has streamlined the process for transferring drone technology, weapons and technical documentation to countries participating in its international Drone Deal framework, with revised approval times intended to be as little as 30 days.

    The proposed US factory would invert the usual flow of military hardware between the two countries: since Russia launched its full-scale invasion in February 2022, Ukraine has depended heavily on American weapons and financial assistance. Under the discussed arrangement, battlefield-developed Ukrainian technology would move in the opposite direction, with the 28 July Washington meeting between Zelenskyy and Trump expected to be the next inflection point for the talks.
